Bullet Time HD can be downloaded completely for free in the iTunes App Store. Performance depends mostly on the hardware of the device you want to use it on. Generally speaking, all iOS devices running version 4.3 or later can run the game.

Make sure that you do not have a lot of other apps running at the same time, since this can have a significant impact on the performance of the game. Airplane Mode can also boost performance.
